A state government set out to bring fragmented payment infrastructure into a single, modern digital platform. Citizens were moving between many separate portals that did not share identity data, and the cost of running duplicated processing across departments had become significant. The programme was highly visible: it touched almost every interaction a citizen has with government, from vehicle registration to court fines to benefit payments, so continuity of service was as important as the technology itself.
Precision led the executive programme function across planning, architecture, vendor selection, and go-live sequencing. A federated governance model gave each participating agency a seat on a cross-government delivery board while keeping a single accountable programme owner, so decisions held under pressure. The platform was architected for horizontal scalability from the outset, with the API standards designed so agencies could integrate on their own timelines without holding up the critical path. Identity federation was prioritised in the first tranche to unblock every downstream payment flow, and a citizen-centred design process shaped the front-end experience around how people actually use government services.
