APRA-Regulated Technology Transformation in a Tier-Two Institution

Modernising core banking infrastructure to a high standard of regulatory defensibility.

Prudentially regulated environment | Full CPS 234 and CPS 230 scope | Multi-year programme

The Challenge

A prudentially regulated deposit-taking institution recognised that its core technology infrastructure had reached end of supportable life. Continuing on the existing architecture carried material operational, cyber, and regulatory risk under CPS 234 and CPS 230. Any transformation would need to proceed while protecting the institution’s licence obligations and customer service continuity within a closely supervised environment.

The institution needed executive programme leadership that understood both the technical complexity of core banking migration and the regulatory obligations governing every implementation decision.

The Precision Approach

  1. 1

Precision Consulting provided the Chief Technology Programme Officer function, with direct accountability to the Board’s Technology and Risk Committee. Every programme decision was reviewed through a dual lens of delivery effectiveness and regulatory defensibility, with material documents designed to be regulator-ready from the outset.

  2. 2

The programme was sequenced so that significant architectural changes carried the appropriate governance and supervisory awareness at each step. A dedicated compliance workstream ran in parallel with delivery, giving the Board continuous assurance that programme activities remained within approved risk tolerances.

This was among the most rigorous technology transformations we have undertaken. Leadership understood that in a regulated environment, how you deliver matters as much as what you deliver.
